Objects of public-private partnership are objects
that are in state or communal ownership.

The objects of public-
private partnership, according to the Law can be:

existing, in particular, reproducible (through reconstruction, modernization, technical re-equipment) objects that are in state or communal ownership, including subsoil areas

objects created or acquired as a result of the implementation of an agreement concluded within the framework of a public-private partnership

The main features of the PPP mechanism, which determine its effectiveness in attracting private business

Granting management rights (use, operation) to the object of partnership or acquisition, creation (construction, reconstruction, modernization) of the object of public-private partnership with further management (use, operation), provided that the private partner accepts and fulfills investment obligations in accordance with the agreement concluded within the framework of public-private partnership

Fixation in contractual relations of "state interest"

Long-term relationship (5 to 50 years)

Transfer of part of the risks to a private partner in the process of public-private partnership

Private investment in partnership objects from sources not prohibited by law

According to the local executive authorities of Lviv region, as of 01.01.2021 5 agreements have been concluded and are being
implemented on the terms of PPP

Concession agreements

Lviv Regional State Administration among the regional authorities has the greatest experience in the transfer of cultural and historical sites in concession (including for tourism purposes). Lviv region has a large number of cultural heritage sites (primarily castles and castle buildings) that are in disrepair or unusable condition, and at the same time the region has significant tourist potential and relatively developed tourist infrastructure.
